[SETUPAPI] Improve CM_Disable_DevNode_Ex

Replace the call to PNP_DeviceInstanceAction(PNP_DEVINST_DISABLE) by a call to PNP_DisableDevInst() because PNP_DeviceInstanceAction(PNP_DEVINST_DISABLE) is a no-op.
