Import ntstrsafe.h from mingw-w64 (converted from strsafe.h). It's more complete
compared to our headers

Use sizeof instead of magic numbers

Let's use strsafe functions now instead of strncpy/wcsncpy, which doesn't always
NULL terminate :)
