[OPENGL32_NEW]
Introduce a new opengl32 implementation, the 3D library with better perspectives (tm),
featuring:
 - A new software rendering implementation on top of osmesa.
 - Rendering to bitmaps
 - Thread safety.
 - A try to be really compatible with ICD DLLs (WIP)
 - Other cool stuff, check log for details.
WIP, the SW implementation already works.
