[FASTFAT_NEW] [FULLFAT] Remove the FullFAT-based "fastfat_new" driver and the
third-party FullFAT library itself.

Our driver has not seen any development since 2010 and the current fastfat driver has long
surpassed it.
Even more important, FullFAT is licensed under a modified version of GPLv3 that forbids
commercial usage. Shipping it as a ReactOS dependency would render the OS unusable for
commercial scenarios.
If anybody wants to resurrect the driver, you can always get it from the repository
history.
