[WININET]
- Add a ROS-specific change that was missed during the last winesync to fix winsock error handling
- Remove the CP_UNIXCP definition
- Use WSASetLastError instead of errno in inet_ntop.c
- Thanks to IRC:igorko for pointing out the bug
