[MSPAINT]
- fix an odd quirk that resulted from Paint setting wallpaper and wallpaper style in the
wrong order
- add the flag SPIF_SENDWININICHANGE

Setting wallpapers now works, whenever the OS natively supports the respective file format
for wallpapers.
