[cfinck] 29461: Force the initial state of bugs to be UNCONFIRMED. After this update has been applied to the Web server, the new workflow for our Bugzilla will be UNCONFIRMED --> NEW --> ASSIGNED --> RESOLVED. If you want to try this yourself, please note that "usevotes" needs to be enabled in the Bugzilla Parameters and all products need "Confirmation threshold" set to 1.
