The development guide is using Drupal "Books" as a way of organizing
content. Drupal's localization has a major hole wherein books cannot be
translated. As such, do NOT attempt to translate the development guide or
any other content that uses books.

Now that the guide has been effectively formalized, anyone that
manages to break the English site due to not following the
instructions will lose their translation access until they can provide
a written explanation of how to do the translation correctly, in their

privileges, please send an email to me explaining how you are supposed
to do a translation of an existing page to demonstrate you know how to
create translations. Remember, how translations work is different in
drupal than in RosCMS.
