Depends how you install it.
If you use the CD installer, it would install Freeloader onto your active partition. This would ask you on boot which OS you want to load. You can configure Freeloader, which OS to boot by default.
Alternatively you can download reactos-xx-binary.zip which does not contain a bootloader. Unpack it into C:\ReactOS. You can boot ReactOS by running C:\Reactos\Boot.bat. You have to be in DOS mode for this to work. You can also create a DOS boot menu including Windoze, DOS, ReactOS by manipulating config.sys and autoexec.bat accordingly. In that case you don't need Freeloader.
