I think that for some time to come ROS will be in an alpha stage. Even
though the foundation is getting more and more stable there's still a
lot of small things missing that would make most Windows apps
unusable.
Even as ROS improves I think the target audience will be mainly people
with computer experience, as opposed to the children the laptop is
targetting.
Also I think that linux was made with FOSS in focus. Even though that
ROS is completely FOSS, it seems as if most FOSS projects where made
for *nix platforms, and probably will compile and run better on *nix
based platforms. (Because I believe that these kids will some day want
to download and compile code)
To sum it up, I don't think ROS is ready for such a task, and wont be
in time for the $100 laptop project.

Since ROS is still in alpha stage, I don't
think it's ready for such a task
yet. There are a lot of features not implemented yet in ROS, and it needs a
lot of debugging and testing.
I am already in discussion with someone with the project about getting
us prototype hardware.
