I think that for some time to come ROS will be in an alpha stage. Even though the foundation is getting more and more stable there's still a lot of small things missing that would make most Windows apps unusable. Even as ROS improves I think the target audience will be mainly people with computer experience, as opposed to the children the laptop is targetting. Also I think that linux was made with FOSS in focus. Even though that ROS is completely FOSS, it seems as if most FOSS projects where made for *nix platforms, and probably will compile and run better on *nix based platforms. (Because I believe that these kids will some day want to download and compile code) To sum it up, I don't think ROS is ready for such a task, and wont be in time for the $100 laptop project.

I am already in discussion with someone with the project about getting us prototype hardware.

Since it is an MIT project, one could hope that the science majors and/or programming students would see it as a 'learning experience' to work with the ROS source code(?).
