ReactOS 0.2.4 released!

Hi all

ReactOS 0.2.4 has been released!

Thanks to all the developers that made this happen. Also thanks to
Robert Köpferl on his first release attempt and to Alex Ionescu for
organizing the changelog on the Wiki (thereby saving me many hours!).
