I think, you tried to run ROS from DOS, too.

But have a look at
http://reactos.com:8080/archives/public/ros-general/2004-March/000824.html

Let ROS installed in C:\reactos and create additional a boot-floppy-disk, on 
which FreeLoader is.
Then let the floppy in its drive and run it be rebooting the computer.
