Storage Device is detected and listed in the BIOS as a bootable
option.

Installation shouldn't be that difficult. ReactOS is just a file tree
with sometimes an optimized registry.
So, copy it over to your USB stick. The real tricks are how to get the
bootloader on the stick,
and how to boot up. Not even Win2000/XP can boot from USB. They can boot
from FireWire,
but so far nobody offers a BIOS with "boot from firewire" for x86. Only
on Apple.
So, installation should be possible (somehow), but booting up the
operating system isn't.
