I think the key here is that they're trying to be Windows *compatible* without really cloning it (i.e. look & feel).
It sounds like driver compatibility is high on their priority list. It's an interesting idea since one of the hardest parts of building a new OS is hardware support. Windows drivers are available for pretty much everything, so if you can reuse those it saves a huge amount of work.
