You don't need to know C to translate the ReactOS itself. Take a look at 
reactos/ntoskrnl/ntoskrnl.mc and reactos/lib/shell32/shell32_En.rc for 
the two formats that are currently used for message that will be translated.

Well, you will not be alone! There's already one Portugese guy (Paulo 
Correa Silva) that wants to help with translating to your native 
langauge. ;-)
