It's easier to implement our own fully customizable skin than try and 
implement all the functionality within explorer.exe to ensure windows 
blinds works correctly.

It's all part of the development process. As certain parts grow, so must 
others.
Explorer.exe is no different and there are people who want to work on 
the interface, so why stop that. It has to be done at some time.
