I think, you tried to run ROS from DOS, too.
But have a look at
http://reactos.com:8080/archives/public/ros-general/2004-March/000824.html
Let ROS installed in C:\reactos and create additional a
boot-floppy-disk, on which FreeLoader is.
Then let the floppy in its drive and run it be rebooting the computer.

burn it to a cd, reboot and do an install. i've done this with every
version i've downloaded and it has NEVER corrupted my win98 installation.
i once had to "fdisk /mbr" and "sys c:" when it all went tits up, but
i
never lost data. come on, all your important stuff is backed up anyway,
isn't it?
