I don't see why. Microsoft does not even do that. ReactOS is an OS intended for people to run applications on so they can get work done faster. ReactOS is not a developer environment.

You are now being outragous, you just can't give orders to developers who do all the hard work, requesting _nothing_ from you in return.
Remember, it's a privilege to use ReactOS and/or MinGW, NOT a right.
