What's happened to our i18n-idea concerning ROS.
AFAIK we wanted to not just to localize ROS but to make it multilanguage just like bsd, too. Changing a variable makes programs change their language.
This is not foreseen in windows. Is there any API yet?

Isn't it enough to move any texts into resources and define the user/system locale so the system can choose the right version when loading them? You could even use SetThreadLocale() to switch languages at runtime.
If you all translaters out there are looking for what to translate... Please don't forget the error message texts in "reactos\lib\kernel32\kernel32.mc".
Error messages seem to be one of my favorite topics. ;-)
