For starting with the source code, you should read the "Building ReactOS"
wiki page (
http://www.reactos.org/wiki/index.php/Building_ReactOS).
When you're able to build your own ReactOS ISO's, you can start digging into
the source code. If you added a feature, fixed something, etc. and want it
to be included into ReactOS, please submit a patch (refer to
http://www.reactos.org/wiki/index.php/Submitting_Patches).
For other questions, you can also ask people on the #reactos IRC channel
(see
http://www.reactos.org/en/community_irc.html).

I'm also from Brazil (São Paulo) and also would like to help translate ROS.
I also a C/C++ developer (with a few theoretical knowlegde about OS
programming but no pratice) and would like to begin helping the project. I
